Witam!

A vet, or a veterinary surgeon is responsible for the
prevention of disease and for the medical and surgical treatment of animals.
Surgeons in human medicine aren't called doctors (which they obviously are),
they have the title of Mr; only doctors who are not surgeons are called Doctor.
Surgeons in England were originally barbers, good with their hands and a sharp
      instrument.

It could be to do with the origin of the word. In Hippocrates' Greece, around
400 BC, there were hand healers called kheirourgos. The Greeks used the palm
and their fingers, not surgical methods, to heal (from Greek
kheirourgós "manual work" :kheir = hand, ergon = work ( 'handiwork', in
contrast to the physician who prescribes medication.) Hence German chirurg,
French chirurgien, Spanish cirujano, old English chirurgeon and modern surgeon.
So a veterinary surgeon could mean 'animal healer'.

      Surgery has several meanings 1) a place where doctors/dentists see patients;
2)the time during this takes place; 3) the skill and practice of performing
operations; 4) the performing of such an operation. Additionally, MPs (members
of parliament), councillors, lawyers or other professionals see people - the
place and the time of such appointments is referred to as surgery - although
how this could relate to healing is beyond me..:)

        During a conversation class

the teacher asked sth like: suppose you're passing a person missing one leg,
sitting in the street with a card - "I'm a Vietnam Vet" - what would you do?
I said: I'd say "Hey, man! We don't take kindly to Vietnamese veterinary
        surgeons round here!" :)))

            what does WHAT mean? :)

You mean it's not funny (which I think it is :)) or incomprehensible?
The teacher asked how I would react to a veteran of the Vietnam war begging for
money. I took advantage of the ambiguity of the phrase 'Vietnam vet'), that's
            all.
