Pewnie wszedzie sie nazywa inaczej. Np. w Ontario w Kanadzie jest Ontario
Labour Relations Board, ale pewnie w BC juz sie nazywa inaczej, inaczej w
Stanach, inaczej w UK i gdziekolwiek indziej i pewno wszedzie roznia sie
zakresem kompetencji. Chyba musisz uzyc jakies takie made up "one size fits
all" jak np. zaproponowal steph.

A generic name would be along the lines of Labor Disputes Arbitration Board.
The actual name may vary depending on the state or division of industry.

If you seek a "generic name" you need to include in it the word "Relations" as
the basic labor law in the States is called "Labor Management Relations Act,
1947". Hence, the name should be, the "Labor Relations (and Arbitration)
Board".

However, if the issue is a simple (safety, termination, wage, whatever)
dispute between an employee and an employer, the employee would call the Labor
Department not the Labor Relations Board (they get involved when a labor union
threatens to go on strike, for example).

If the Department of Labor is not helpful, or the arbitration fails, a civil
law suit can be filed. Many labor disputes end up in the American civil
courts. Most of the recent labor laws originated from the precedents set by
these lawsuits.
