Banks and money

I will be in Phnom Penh during April, I have been a few times but never used ATM's or Banks. I appreciate that using an ATM is simple nowadays but I believe that they generally issue big $US notes which can be difficult to change. So my questions are these:-
Can I use a VISA Debit card in a bank?
Which bank gives the best service for tourists?
I believe there is a Canadia Bank at the Soriya Shopping Mall. Would I be able to use my VISA Debit card there and get smaller notes? Obviously I don't want Riel.
