The UK name for T Bonds are Gilts, which are issued by the UK Debt Management Office: see www.dmo.gov.uk. They are the cheapest way for the government to borrow money. Put simply, they borrow money because they are spending more than they earn (eg through taxes) and because they have to repay old debts that have reached their pay-back date. I think the UK government is committed to balancing their budget over the economic cycle, which is normally between 8 to 10 years. Even if they get their forecasting right, they would still need on average to borrow money to spend for 4/5 years out of 8/10, with changing daily/monthly needs. They are also committed to reducing the 'National Debt' - all the money that the government owes.
