I don't think "przychodnia przykliniczna" is same as "out-patient" clinic"
I can tell you what it means in Canada and it's different from "przychodnia
przykliniczna". I go by a web site that I have looked at a few minutes ago:

OK, most of the time in Canada you will find an outpatient clinic right on the
hospital premises but newer ones turn up outside hospitals as well and they are
usually privately owned. Out-patient clinics are used for minor surgeries and
diagnostic exams that don't require hospitalization. In other words, if you are
good enough to go home after several hours (usually when the anesthetic wears
off), you will be sent home. It's a smart and cost effective program that
benefits both patients and medicare.
The main difference between an in-patient and out-patient clinic is the fact
that you don't spend the night there.
