in the examples you gave - nowhere

If you REALLY have to, you may say:
12.43 - forty three minutes past 12 o'clock; seventeen minutes to one o'clock
8.30 - thirty minutes past eight o'clock (???)
14.15 - fifteen minutes past two o'clock
7.45 - fifteen minutes to eight o'clock
11.12 - twelve minutes past eleven o'clock

These, however, do not sound natural, especially where quarter and half hours
are involved. Good luck.

I thought that we can only insert "o'clock" after whole hours that is - It's
one o'clock, two o'clock and so on. Now I am confused.
