Apart from the literal meaning - a person who cuts hair or who had their hair
cut, the only thing I can think of is that it is a metaphorical reference to a
person that doesn't split hairs, but cuts them ie he doesn't argue about the
details of trivial things, he argued about completely trivial things, or
something like that.
