Ratunku! Polish Licensing Laws!

24.07.06, 15:53
Hi everyone,

May I begin by apologising for writing in English but my Polish is
unfortunately a little weak particularly in this subject area.

I'd like some info on Polish road licensing laws as I'd like to export a
Polish vehicle and take it back to England. However I have been told that if
I buy a car in Poland I would need to exchange the existing plates to new
ones which are personalised to myself. Is this true? This seem a bit strange!

I am not resident in Poland so have no possibility of registering the car
there.

Can I not just export the car from Poland with the existing plates and have
the previous owner register the ownership changes. I would then re-register
the vehicle in England with the DVLA.

I would also be grateful to receive advice about car insuranse and breakdown
cover. My own insurance company will not insure my journey in a Polish
registered car across Europe to England. Can I buy temporary insurance in
Poland to cover me for this journey?

Bede wdzieczny za odpowiedz.

Dziekuje bardzo

Adrian

      1. I ASSUME THE CAR IS ALREADY REGISTERED IN POLAND.IF SO, YOU WILL NOT NEED TO
RE-REGISTER IT HERE. IT IS THE PREVIOUS OWNER WHO TAKES CARE OF ALL THE
PAPERWORK (GETTING THE BUY-SELL CONTRACT APPROVED, INSURANCE CONTRACT, ETC...)
      2. PERSONALIZED PLATES? PLEEEEASE..:)

POSSIBILITY? WHY WOULD YOU WANT TO REGISTER IT HERE ANYWAY?

      SEEMS REASONABLE:)

YOU WILL BE ABLE TO GET AN INSURANCE HERE, PROBABLY A TEMPORARY ONE, FOR 30 DAYS
I SUPPOSE, BUT THE INSURANCE COMPANY WILL MAKE SURE TO RIP YOU OFF BIG TIME:)

        Dear Ikish 21,

        Many thanks for your response.

Please excuse my ignorance but I was only reacting to the information I was
        receiving from Polish sources.

I was previously given advice which said that all Polish purchasers of second
hand cars were obliged to change the registration (licence) plate of the car
after purchase, and that the licence system in this respect was personalised in
that the plate reflected the present ownership and not the original
        registration. Is this not true?

(In England the registration (licence plate) remains the same irrespective of
how many times the ownership of the vehicle has changed and in this regard can
        be said to be impersonal).

If no new registration is required what are the practicalities regarding the
sale of a used car. Is it simply the handover of licence documentation (Dowod
        Rejestracyjny Pojazdu?)which proves ownership?

On a seperate matter is there a central agency which controls licences (like
the DVLA) and which can clarify ownership and registration details?

I hope you can help in this matter.

        Many thanks,

        Adrian

          It is true.

Don't remember exactly, but iirc you need a sale/purchase agreement, which you
then take to the local Urzad Gminy (local gvt) and based on this re-register it
to your name. You then get a new dowod rejestracyjny and plates.

          > On a seperate matter is there a central agency which controls licences (like
          > the DVLA) and which can clarify ownership and registration details?

          No. Urzad Gminy does that.

My advise would be to ask somebody who will really know, possibly a lawyer. It
would cost maybe 100 zl but you save yourself a lot of hassle. I doubt if
you'll get any good info here. Most discussions here are about which is better
          engine: diesel or petrol.

ubezpieczy samochodu zarejestrowanego w Polsce, skoro mozna ubezpieczac
niemieckich i kazdych innych z tereny EU.

        Hi Jay_Z,

Chcialbym byc bzdur.
Jeszcze dodatkowe
        polisa?

inne stronnej i oczywiscie polisa bedzie kosztowny.

Tymczasowo polisa?

        Przepraszam na jezyk,

        Adrian

Idz do innego ubezpieczyciela i po klopocie to po pierwsze.

A najlepiej to wez sobie wynajmij lawete (trailer) i sobie to sholuj do Anglii
          bez zadnych polis.

            Laweta (3 dni) £150.00
            Benzyna(Londyn - Wroclaw) X2 £100.00

W takie cenie chyba najlepszy jest kupic tymczasowy OC w Polsce

I'm not absolutely sure about it, but you can use the insurance policy of the
former owner till its expiry. So, if you intend to export the car just into
another EU country, no additional insurance policy required.
Regarding the plates I guess changing them was just a joke. As I know, the
plates are paid, so if they're useless you can easily throw them out.
For any case a sales contract written & signed in 2 languages won't hurt.
BTW I'm really curious, what kind of car are you so interested in.

            Hi,

I'm hoping to buy either a Warszawa or Syrena (fond memories of my uncle
driving these in my childhood). Not practical for London traffic that's for
sure but far more character and fun than my present vehicle!
