Don`t even bother with polish universities. Not that there is something wrong with this state in general. However, consider Austria i its cheap and fun. In Poland there is huge discrepancy between theory and practical applications. But remember, the bottom line is - do what you have to do.

how programm is formated to suit students, do you have modern labs, is it safe
to study there? are you OK with foreigner students?

We're okay with foreign students. Labs and programmes
depend on the city and school you'd like. Some have
problems. And you would have to learn Polish (not so
          easy).

Dear coleauge, I have good suggestion: International Faculty of Engineering at
the Technical University of Lodz. We have 3 domain: Bussines and Technology,
Telecomunications and Electronics and Mechatronics. All above are in English (
lectures and laboratories, so you do not need to learn too much Polish). We
        offer also study in French.
Accomodation in Lodz is far more cheaper than in Warsaw and comunication
between Warsaw and Lodz is easy (distance only 125 km). Best regards-
        mwalczak@matel.p.lodz.pl
