It’s not the first time where “the building had an outside
evacuation staircase but the door to it was closed.”. Similar
situation was in Gdansk some years ago by the terrible fire during a
music show – the building had evacuation doors but its easier for
owners, security services just to say “lets close them all”.

I propose: check instantly all buildings in Poland – have they
evacuation staircases? Have they evacuation doors? And they must be
open 24/7.
