'by' or 'with'?

'We were highly amused by his comments.'
I've come across this sentence and I wonder if it's correct. Shouldn't it
be 'we were highly amused WITH his comments'?

      Bywa i tak, i tak.
A powiedzieć też można "His comments highly amused us".

BY- wskazuje na sprawce, WITH -na narzedzie czynnosci.
surprised BY his comments (on je wypowiedzial)
surprised WITH the amount of work you have done! (wazniejszy jest efekt niz
        sprawca)
He was hit BY a car (ktos to auto prowadzil)
He was hit WITH a tomato/hammer/stone/frisbee - wprawdzie ktos mogl na niego to
wszystko rzucic, ale wazniejsze jest w tych zdaniach narzedzie "zbrodni".

"with" is ok, but "by" sounds better
