HELP me, please

czy ktoś mi pomoże ?
dostałam tekst, nie poradzę sobie a muszę szybko przetłumaczyć na angielski :

w odpowiedzi na pismo z dnia ......... informujemy, iż przyczyną zaistniałej
sytuacji jest reorganizacja w Służbie Zdrowia RP, którą przeprowadza
Ministerstwo Zdrowia. W ramach restrukturyzacji przestają istnieć Kasy
Chorych, które działały samodzielnie i w miejsce których powstaje Narodowy
Fundusz Ochrony Zdrowia kierowany przez Ministerstwo Zdrowia.
W związku z powyższym procedury wysokospecjalistyczne, pod które podlega
produkcja firmy ....., nie zostały kontarktowane przez kasy chorych.
Zamówienia kierowane do firmy ....... są realizowane sporadycznie przez
szpitale z funduszy własnych nie podlegających pod procedury
wysokospecjalistyczne.
Większość zamówień, które zostały realizowane w tym roku są wynikiem
wcześniej zawartych umów.
Wyżej wymieniona sytuacja może potrwać do połowy roku 2003. W związku z
powyższym nie jesteśmy w stanie przewidzieć wysokości produkcji na rok 2003.

you that the present situation occured because of ... ciagnij dalej, daj cos z
siebie. Albo : due to ... such and such this and that occured....

In response to your letter faxed ..... please note that the existing situation
is the result of the reorganization in Health Service RP, being carried out by
the Ministry of Health.
One of the changes is the liquidation of the Health-insurance so called “Kasy
Chorych”, which have been governed independently so far. Instead the National
Funds of Health Protection managed by Ministry of Health comes into being.
The orders for certain products ........ are fulfilled sporadically by
hospitals paid with their own fund bound by the high-specialist procedures.
Consequently, most orders realized this year are the result contracts concluded
earlier.
The above mentioned situation may continue till the first half of 2003.
Thus we are not able to anticipate the amount of the production in the year 2003

to nie miało być az tak dosłowne tłumaczenie, dostałam pisemko, które przyszło
faxem z ...... i w odpowiedzi na nie powstało coś takiego. najgorsze były
te "Kasy Chorych itp ale poszło, nikt się nie czepiał.

as far as I remember "kasy chorych" are called in english "national health
funds" - at least the ministry of health used this terminology. rgds.

ok sorry, zamiast przeczytac posty do konca walnelam z grubej ruryPrzepraszam
ale taka jestem sfrustrowana, bo ja wiem i umiem tyle i mam fajnej pracy, a
ciagle spotykam jakichs glabow na nieodpowiednich dla nich stanowiskach
pozdrowienia

I shouldn't be posting these comments at all - somebody
else's writing is none of my business. However, this is a
public forum; the sheer curiosity of its participants is
a reason good enough for the clickers to feel free to
read the messages. Comments usually follow, welcome or not.

Curious as I am, I read the letter a few times and I
still don't understand it.
I don't know why the letter is written, what message it
is meant to convey.
Is it a letter of apology for not being able to estimate
the next year's production output? Is it an abbreviated
explanation of the national health care restructuring
process? Is it a response to a pissed-off customer who
wants to place an order and the company refuses to accept
it? Or, perhaps, a lame pseudo-explanation of the
ordering procedure?
What the heck is it?

Can you help me here, please? Anybody?
I don't mean this as an uninvited criticism aimed at the
author. Just being curious.
