all my love

Hello,
First of all I am very sorry for my English. I am the beginner in learning
English.
My question is:
In what circumstances I can write the words "all my love" at the end of the
letter?
Should it be addressed only to my friends or for example my boss?
And...if I receive a letter with "all my love" in it, does it mean that the
sender of the letter loves me?
I will be grateful if you also indicate any mistakes I made writing this post.

      Hi,
      Please don't apologise for your English-you've come to the right
      place to practise.

      By ending an email or letter with 'all my love' you're imparting a
      feeling of warm attachment or deep personal affection to the person
      you are writing to. So (normally) we would use this in an informal
      way with friends/family and so on. :-)

        To explain why I had asked this question: I have a friend, he is
        British (we are friends only :))). Recently, he received a card from
        his ex-girlfriend with "all my love". The card was not a "top
        secret" thing and everyone could see its content.
        My way of thinking was simple: she is his "ex" and and writing such
        words, she says she still loves him :)
        Anyway, thanks for an explanation, I will never use these words in
        formal letters.
