I suspect this phrase to have some idiomatic meaning, unfourtunately
I did not register the context

It comes from the psychiatrist's couch and means that a person, people as a
group, and/or their behaviour is subject to analysis. Being 'put on' indicates
lack of agreement or participation by the person who, or whose group, has been
analysed and will therefore tend to indicate hostility to the process. (That
this process is opposite to psychiatry should not be assumed to be part of the
criticism.) The assumption should then be that the analysis is incompetent.

A good example is at www.theologyweb.com/forum/showthread.php?t=110563
