Your working future: Longer, harder and less pay

Longer hours, harder work, and less pay: that's how future is shaping up for
Australian workers, according to a trade union-backed report released today.

The report says Australian workers are working longer hours, doing more unpaid
overtime and are increasingly employed as casual workers. It also found most
jobs created in the 1990s were low-paid.

The Australian Council of Trade Unions is releasing its Future of Work in
Australia report, co-authored with Sydney University labour market research
unit, ACIRRT, at a conference in Sydney today.

The report says many Australian workers are also working harder, with many
doing unpaid overtime regularly. It states 1.8 million Australians work more
than 48 hours a week.

It found Australia has the highest rate - in OECD countries - of workers
staying at work for 50 hours or more a week, with 60 per cent of overtime done
in Australia unpaid. It found 37 per cent of permanent employees working over
41 hours a week were "explicitly paid" for extra hours worked.But only seven
per cent work 9 to 5, while less than half stuck to a Monday-Friday working
week.

The longer hours are also more intense for workers, the report said,
with "under-staffing, expanded workloads, increased responsibilities and the
accelerated pace of work" leading to more strenuous working conditions.

The report was based on figures from the census, other Australian Bureau of
Statistics figures and Melbourne University's Household, Income and Labour
Dynamics in Australia survey, some of which had been previously unpublished.

The report says that between 1984 and 2002, casual employment increased from 16
per cent to 27 per cent of employees, while permanent full-time employment fell
from 74 per cent in 1988 to 61 per cent of employees last year. Around a half
of all casual workers, the report said, had been with the same employer for
over a year.

It said the casualisation of the labour force has led to lower job security,
work satisfaction, training and health and safety standards.

A clear majority, nearly 7 in 10 casual workers, said they wanted "more
predictable patterns of work," which the report said showed the casualisation
of the workforce had been driven by employers.

The report also found that of all the new jobs created during the 1990s, most -
87 per cent - paid less than $26,000 a year and nearly half of all the new 90s
jobs paid less than $15,600 a year.

ACTU Secretary Greg Combet wrote that the report raised "unsettling issues for
all Australians, not just unions and their members," in its preface. "Key
players, primarily employers, institutional shareholders and government, are
retreating from taking responsibility for work-related issues," he wrote.

The ACTU called for increased minimum wages, optional conversion to permanent
status for casual employees after six months and a debate over increasing work
hours.
