On 6 July, Microsoft announced plans to open a software development
center in Vancouver, B.C., later this year. Susannah Malarkey, head
of a Seattle, Washington-based organization that promotes tech
investment inside the state where Microsoft is headquartered,
lamented the move, blaming it on U.S. immigration laws. The shortage
of available visas "is especially a problem for Microsoft because
they're so big and doing so much hiring," says Malarkey. She is
referring to the inability of tech companies to hire all available
foreign workers because of limits on the number of H-1B work visas
the United States issues to people in technical specialties. The
65,000 H-1B visas that were on offer for the 2008 fiscal year were
all snapped up on the first day of the application period.
