Speaking in the context of the September 11 al Qaeda terrorist attacks on the United States and the subsequent allied response, Bush warned that "Thousands of dangerous killers, schooled in the methods of murder, often supported by outlaw regimes, are now spread throughout the world like ticking time bombs, set to go off without warning." He vowed that the United States will be "steadfast, and patient, and persistent" in stopping them. Bush named three countries that he said continue to sponsor terror: North Korea, Iran and Iraq. He called them and their terrorist allies "an axis of evil," and said the price of indifference to them would be "catastrophic." He also warned that the country cannot afford to delay in further responding to the terrorist threat. "Time is not on our side," he said. "I will not wait on events, while dangers gather. I will not stand by, as peril draws closer and closer." Bush noted U.S. anti-terrorist activity already under way in the Philippines, in Bosnia, and along the coast of Somalia. Many nations are joining the United States to take forceful action against terrorists, he said, and he singled out Pakistan's President Pervez Musharraf for praise. But he said other nations may be timid in the face of terror. "If they do not act," he said, "America will." Turning to U.S. budget priorities over the coming year, Bush said pursuing the war against terrorism in Afghanistan cost the United States $30 million per day, and to continue the anti-terror fight and to maintain and upgrade U.S. defense forces requires the largest increase in defense spending in two decades. The next priority is to strengthen homeland security for an America that is "no longer protected by vast oceans." Thanks to the work of our law enforcement officials and coalition partners, hundreds of terrorists have been arrested. Yet, tens of thousands of trained terrorists are still at large. Nabil Abu Rudeineh, the PLO leader’s media advisor, threatened that, as a result of such a decision, “the region will likely witness a quake that would strike the entire region in away that can never be overcome.” Instead, apparently identifying Israel as a colony of the US, the PLO spokesman called on the United States to “…dismiss the Israeli Prime Minister Ariel Sharon and bring an end to his policy which goes detriment [sic] for the peace process.” The PA daily al-Ayyam reported that the PLO representative in Washington, Hassan ‘Abed al-Rahman, also threatened that “any punitive measures taken against the Palestinian National Authority would be dramatically risky.” If Israeli Prime Minister Sharon “would have the chance to do whatever he wishes” as a result of US foreign policy,” ‘Abd al-Rahman reportedly said, “…this might lead to adverse security consequences in the region.” Without detailing what they might be, the PLO representative reportedly called on the US Administration to “find a political situation that would enable the PNA to meet its undertakings, not the opposite. The German daily Die Welt reported on Wednesday that Saudi Arabia has financed the escape of 4,000 agents of Saudi fugitive Osama Bin Laden to Lebanon. The newspaper, quoting CIA and Western intelligence sources, said the operation is meant to provide the Palestinian Authority with trained combatants to fight in the war against Israel. The sources were quoted as saying that Saudi Arabia has offered $5,000 for each Al Qaida member who resettles in the West Bank or Gaza Strip. Already 4,000 Al Qaida insurgents have fled from Afghanistan to Lebanon, with many of them being harbored in the Palestinian refugee camp of Ein Hilwe. Die Welt also reported that the Saudi intelligence service paid Iran $10 million to buy weapons for the Palestinian Authority. The weapons were confiscated in wake of the capture by Israel of the Karine-A freighter on Jan. 3 in the Red Sea. The report was the latest to assert that Al Qaida members intend to relocate to the Palestinian areas. Last week Western diplomatic sources in Ankara confirmed a report in the Turkish Daily News that Bin Laden agents are seeking to escape to the Palestininan Authority. In a related development, the United States has warned Egypt against disputing claims by Washington that the Karine-A was headed for the PA. Israeli diplomatic sources said that the Bush administration warned President Hosni Mubarak that Washington was ready to publicize its dispute with Cairo regarding strategic issues unless the leadership in Cairo halted public expressions of doubt regarding Palestinian smuggling of weaponry. Mubarak met Israel Defense Minister Binyamin Ben-Eliezer in the Sinai resort of Sharm-e-Sheik on Wednesday. Such contacts constitute a crime not only against the Jewish people, but against the very foundations of universal morality, indeed, against humanity itself. Israeli politicians, who under every pretext grant Arafat international legitimacy as Israel's "peace partner", allow him to continue, with complete impunity, the piecemeal genocide of the Jews. Such appeasement, even if dictated with the best intentions, is criminal and can only be compared with that which led to Munich and the demise of Czechoslovakia. The "national unity" government, under the Sharon-Peres leadership, is deceiving the Jewish people and acts contrary to Israel's national interest. It has been engaged in deceit since the Rosh HaShana War-the war initiated by Arafat last year and misleadingly called "El-Aksa intifada". Arafat has revealed to all his evil face; he has opened the eyes of the Left and the Right, of the religious and the secular. But Israel's Government has deliberately obscured the totality and unlimited objectives of Arafat's War. It has closed its eyes to the Moslem's illegal and destructive activity on the Temple Mount-activity designed to remove every trace of Jewish presence on this most sacred place of our people. This Government has turned a blind eye to the savage killing of two reserve soldiers in Ramalla and of two teenagers in Teqoa, to the murder of the babies Shalhevet Pas of Hebron and Yehuda Shoham of Shilo, to the terrorist atrocities in the Delphinarium in Tel-Aviv and Sbarro pizzeria in Jerusalem. Jews continue to be murdered on a daily basis. Hundreds have been killed and many more wounded and maimed for life since the outbreak of the Rosh HaShana War, yet the Government has done nothing to put an end to this carnage. Even the murder of the government minister Rehavaam Zeevi did not compel the government to reverse its policy. Perhaps the greatest outrage committed by this Government was its attempt to renew the "peace process" with the butcher of the Jewish people during the Days of Awe and Repentance between Rosh HaShana and Yom Kippur! One cannot help but see here the moral and metaphysical significance of the crime that this Government committed, a crime for which responsibility will also be borne, ultimately, by every Jew who did not oppose it. Unless the Sharon-Peres appeasement policy is brought to a halt-immediately, completely, and irreversibly-it will surely bring about the destruction of the State of Israel and another Holocaust. Hard as it is to pronounce these words, this pending Holocaust, which in fact has already started, will be more horrifying than the one perpetrated by Nazi Germany. The Durban conference and the resurgence of European anti-Semitism are but a subtle hint of what may happen to Israel and, ultimately, to world Jewry. We can still do something to prevent this disaster. Let all the Jews in the world proclaim their resounding NO to the present policy of Israel's Government. Steinberg The Bush administration had good reason to keep special envoy Anthony Zinni here during the past weeks of unprecedented Palestinian terrorism. The Americans understood the extensive IDF operation to destroy Palestinian Authority Chairman Yasser Arafat's infrastructure of murder was coming and in its wake, heightened US involvement would finally be possible and useful. In contrast to the slap in the face President George W. Bush, Secretary of State Colin Powell, and Zinni received from an out-of-touch PA leadership earlier, the remaining members of this group are now desperately seeking help from America's "good offices." European and UN envoys are useful for reinforcing the media image of Palestinians as victims, repeating the slogans, and providing humanitarian relief, but when it comes to political and security arrangements, serious American leadership is required. Like Henry Kissinger at the end of the 1973 Yom Kippur War, when the IDF was sitting on the outskirts of Cairo and Damascus, the Bush administration now has the opportunity to forge the foundations for a viable cease-fire and a fundamentally new relationship in place of the ruins of the Oslo disaster. Bush's comprehensive statement, and the decision to raise American visibility by sending Powell, mark the first major steps in this process. As Bush noted, "This could be a hopeful moment in the Middle East," but he correctly acknowledged the extensive difficulties in creating the conditions he outlined. Before the IDF can take the risk of withdrawing from Palestinian cities, there will have to be detailed arrangements, guaranteed by the US, to insure the remaining terrorist infrastructure is destroyed. As both Washington and Jerusalem realize, this step will take some time. A central question concerns Arafat's fate, as well as that of the other terrorists hiding in Bethlehem churches and other protected buildings. The policy of complete isolation for General Arafat, as he now calls himself, the end of his television guest appearances (the star value of this brutal murderer, particularly in Europe, is surreal), as well as his halt to the daily calls for jihad and martyrdom, were essential in breaking the morale of the terrorist network. Having watched Arafat rise repeatedly from the ruins of his own campaigns of destruction, the Israeli and American governments cannot take this chance again. By emphasizing Arafat's repeated failures to "keep his promises," the incitement to hatred and murder, and noting he "has missed his opportunity," Bush also recognized that Arafat and his cohorts are irredeemable. (While politically unrealistic, the Israeli government would be happy to dispatch Arafat, Marwan Barghouti, Hamas leaders, and the others to a special section of the camp for al-Qaida members in Guantanamo Bay, pending trial on war crimes charges.) If Arafat is out of the picture, an alternative Palestinian leadership must emerge to discuss terms and reach agreements with the US and Israeli governments. Negotiations are necessary regarding the withdrawal of IDF troops (and, in the case of Joseph's Tomb in Nablus, the removal of PA forces who occupied this site 18 months ago), reliable guarantees to prevent resumption of terrorism, and restoration of essential services for the population. To smooth the transition in the post-Arafat era, this interim leadership may claim initial legitimacy from Arafat, but no more than that. If Arafat is allowed to make yet another comeback, the entire process will disintegrate instantly. To verify the implementation of any cease-fire agreement leading to withdrawal from the Palestinian cities, detailed monitoring arrangements will be necessary to insure the terrorist network is not reconstructed. Specific cooperation agreements are necessary for locating and dismantling remaining explosives and weapons stockpiles and in capturing terrorists. The Tenet program, initially presented nine months ago, provides some of the details, but will need to be updated and implemented with a professional US-led verification team. At the same time, the creation of the foundation for a new political relationship between Israel and the PA must also be pursued. If anyone needed further evidence, 18 months of terrorism and response demonstrated that for Israel and the Palestinians, the territorial status quo left by the collapse of Oslo is untenable. At the same time, negotiations on a peace treaty to resolve issues such as refugee claims, Jerusalem, borders, and disputed territory are unrealistic under existing conditions. In this context, a combination of maximal disengagement (including withdrawal from some isolated settlements – not under duress, but from strength) and a form of international trusteeship for the PA areas, while the necessary conditions for a state are developed, can provide the political dimension necessary to move beyond yet another temporary cease-fire. Using the relevant elements of the Mitchell Report as a foundation, these approaches may provide the type of fundamental changes in the environment for the conflict transformation the Oslo process promised but failed to deliver. Finally, as Bush emphasized (and the Clinton administration largely ignored), none of these steps are worth taking if the regional support for a fundamental change, accepting Israeli legitimacy, and ending all backing for terror is not forthcoming. Iraq, Iran, and Syria were singled out for special warnings regarding their support for terror, while the Egyptian and Jordanian governments were told to do more to create the conditions for peace and stability. Bush noted the recognition of Israeli legitimacy in the Saudi initiative as an important initial step, but one requiring extensive development and support in the Arab world. These three dimensions of the Bush administration's Middle East peace plan – destroying the terrorist infrastructure so the IDF can withdraw from Palestinian cities, moving to a new foundation in Israeli-PA political relations, and transforming the environment of incitement and rejectionism in the region – all present formidable challenges. Mr. Secretary, I am very happy for the opportunity that I had to talk with you this morning. It was a very good conversation - a conversation between friends. We discussed the situation on the ground; we discussed the dangerous situation in the north; and we discussed possible solutions. Israel is waging a war against the infrastructure of Palestinian terrorism, and Israel hopes to conclude this war very soon. Terror cannot coexist with peace. The terrorism of suicide bombers represents a danger for Israel and for the entire free world. Israel is the only democracy in the world in which there are guards in every school and in every kindergarten in order to protect children against Palestinian terrorists. The friendship between the United States and Israel has been in existence for many, many years, and it is based on the values that we share, the values of freedom, liberty and democracy. This friendship will continue forever. I thank you, Mr. Secretary, for your efforts and I welcome you to Jerusalem, the capital of the Jewish people and the united capital of the State of Israel. SECRETARY POWELL: Thank you very much, Mr. Prime Minister, for your very warm welcome. I am indeed here today, as a friend of Israel, and a personal friend of yours. I value our relationship, and the many conversations we have had over the length of your prime-ministership. I look forward to many such conversations in the future. I am pleased to be here representing President Bush, also a strong friend of Israel, and beyond that, the American people. The American people have stood by and with Israel for many years, and as you noted earlier, it is a friendship that cannot ever be broken. I come on a mission of peace. I enjoyed and treasured very much the conversation we had earlier. I take away from that conversation your commitment to peace, your commitment to finding a way forward that will result in a peace so that these two peoples can live together side-by- side. I welcome the efforts that you are making as part of the campaign against terrorism, and I know what a difficult time and situation this is for Israel. And as President Bush has said on a number of occasions, especially in his speech on the fourth of April, "terrorism is something that must be fought, must be destroyed." But at the same time we recognize that eventually to reach the kind of solution that is needed, the parties must talk, the parties must begin negotiations. I am pleased that we have a mutual commitment to get to that point and find a political solution. The Prime Minister and I had good discussions on the nature of the operations that are underway. He understands President Bush's position. We had a chance to exchange those positions. I am pleased that he is anxious to bring these operations to an end as soon as possible, and I hope that in my stay here, we will have time to discuss this at some greater length. Mr. Prime Minister, I hope that in the course of my visit, my conversations not only with you and members of your government, but with Chairman Arafat and other Palestinian authorities, a way can be found to move forward. I also want to share your concern about the situation on your northern border. I think this is the time for all parties in the region who have a commitment to peace, who truly believe in peace, and want to see the end of violence to play a role to restrain any aggressive activities across Israel's northern border. We have been in touch with governments in the region on this subject, and will continue to press that point with them. Mr. Prime Minister, I thank you for your welcome, and I look forward to our further discussions over the next several days. QUESTION: Mr. Secretary, many people in Israel say that the United States has a double standard. While the United States is entitled to and has the right to fight terrorists in Afghanistan for seven months, the United States demands that Israel stop fighting terrorism after only seven days. How do you explain this to the people of Israel? SECRETARY POWELL: The President and I have spoken about this. We understand the need for Israel to defend itself. We understand that Israel is under threat from terrorist attack and we have been supportive. But at the same time, we believe, as a friend of Israel, we have to take note of the long-term strategic consequences of the incursions that are under way, and their effect on the nations in the region and the international climate. And so, I think in the conversations with the Prime Minister, I have explained our position to him and he has explained to me what he feels has to be done. And I hope we can find a way to come to an agreement on this point of the duration of the operations, and get back to a track that will lead to a political settlement, because I think that is uppermost in everyone's mind - how can we go forward? We do understand what terrorism is, and as we have responded to terrorism, we know that Israel has a right to respond to terrorism. The question is how do we get beyond just the response? What is the next step? How do we get past that? And that has been the subject of our conversations this morning. QUESTION: Mr. Secretary, it sounds as if you didn't get a timetable for Israel to pullback. If that's so, please verify that. Has the Prime Minister convinced you of the efficacy of the operation, the need to do this to protect Israel's survival? And do you have a commitment from the Prime Minister to get engaged in the political process that is part of your agenda...the political process that you have said could give the Palestinians hope for a state? SECRETARY POWELL: On the last point, the Prime Minister has indicated his support for a process to move forward politically through his acceptance of the Mitchell Report and we have talked about ways to move forward. Marwan Baraghouti served as the most senior official in the el-Aqsa Brigade.Nasser Avis, who was recently captured in Sumaria, and Achmed Baraghouti, who was Marwan Baraghouti's personal assistant, reported directly to him.These two served as his operational officers and, under the initiative of Marwan Baraghouti, launched tens of attacks including a large number of suicide bombings within Israel. 4. The following are some of the more horrendous terror attacks for which Marwan Baraghouti is responsible: June 2001 - The murder of a Greek Orthodox monk on the road to Maale Adumim Jan.17, 2002 - The shooting attack which took place at the "David's Halls" catering hall in Hadera.Six Israelis were killed in this attack, 26 were injured. Ahmed Taleb Mustafa Baraghouti was born in 1976 and is originally from the government projects at El Bira.Since 1997 he has been known as Marwan Baraghouti's driver, although in actuality he has served as Marwan Baraghouti's senior aide.In 1999 he joined the Palestinian police.During the "Sweet Apple" events he was a member of the terror cell which carried out many shooting attacks against I.D.F.soldiers in the surrounding areas of Ramallah.Since the year 2001, he has served as Marwan Baraghouti's bureau chief and as the director and coordinator of terrorist attacks against Israel, following Marwan Baraghouti's initiatives. 3. Since the beginning of the year 2002 he has stood at the head of the Ramallah el-Aqsa Brigade and has acted under the direction of Marwan Baraghouti, with the knowledge of Yasser Arafat and in coodination with Nasser Avis from Nablus in carrying out suicide terror attacks within Israel. 4. Ahmed Taleb Mustafa Baraghouti has directed and carried out the following terror attacks in 2002: Jan.22, 2002 - The shooting spree on Jaffa Street in Jerusalem.Two Israelis were killed, 37 wounded. Jan.17, 2002 - Three terrorists were arrested on their way from Nablus to Ramallah where they were to meet Ahmed Taleb Mustafa Baraghouti.From their meeting, the terrorists were to go on their way to Jerusalem where they were to carry out a suicide terrorist attack. Feb.25, 2002 - The shooting attack in the Jerusalem residential neighborhood of Neve Yaacov.One Israeli policewoman was killed, 9 Israelis were wounded.
