civil servant. in my country - canada - the most often used term is
civil servant, and the body of government emoployees (at federal and
provincial level of government) is described as a "civil service".

as to "urzednik samorzadowy", you will have to say "local government
employee". sometimes the press will refer to "municipal workers".

a firefighter, a librarian or a planning department employee will be
a "municipal worker".
