For divers the best options would be Bayahibe in the south, between provinces of La Romana and La Altagracia, here in the Caribbean Sea can find an small tourist village still not completely developed and there are diving centres, also could find small cheap accommodation in that area. In the north is the Atlantic Ocean and in the Province of Puerto Plata is the small tourist village of Sosua famous for its diving spot and diving schools, also can find in the surrounding areas of Puerto Plata affordable accomodation. Regarding to the kind of accomodation you are asking for I do not have any reference yet, I will do my research about it, there must be some of them probably but I do not have any knowledge about their existence, I have seen young travelers doing some kind of Community service, such as helping construct schools, or road in small non touristical villages in the country side of the Dominican Republic but most of the coastlines are a bit touristically developed and I haven't seen these kind of accommodation. Accomodations you can find at affordable prices are hostels, hostals, guesthouses in most of the towns or villages may i would recommend you to check hostelworld.com as these is the only link or website i know about hostels in the world, in Punta Cana/Bavaro there are two La casa de Piedra and Hostal Bavaro, and in hostelworld.com you can only find the last one for Bavaro/Punta Cana area. If you're looking for the best beaches do not forget about Samana and Punta Cana as well as Saona island in the East of the DR. Try visititing Playa Juanillo in Cap Cana which is considered as one of the best beaches in the world. But if you're looking for secluded beaches of course that Samana's Peninsula has Playa Rincon, Bonita, Cosson, etc. and in the southwest of the island in the province of Barahona is located Playa Bahia de Las Aguilas located in a national park and protected area locals can take you by boat to this paradise beach which many compare with Cap Cana and so far is the best secluded beach in DR. Regarding snorkeling, diving, and watersports I would recommend you in Puerto Plata is Sosua and in La Romana is Bayahibe both are the best sports for diving and snorkeling, but also close to Santo Domingo is La Caleta marine park which is a great place for divers, and Isla Catalina ( La Romana ) is great for snorkeling.
