If some institution want from me documents "Representative’s authority to act
on your behalf" What kind documents thay want?

Ask them. The range of possibilities is too wide to give general advice. At one end of the scale, legal issues may require a carefully worded letter drafted by a solicitor. At the other, all that may be needed is a simple letter eg authorising a friend to be a contact who, if the organisation can't get in touch with you, can speak to them about minor issues such as the date of an interview.
